Tucked in the Bush budget is a provision calling for the creation of a new “Dynamic Analysis Division (DAD)” at a cost of roughly $5 million over the next 10 years. Dynamic analysis is a cause near and dear to conservatives who believe that the estimates of the federal budget don’t take into account the ‘trickle down’ effect of their favorite tax cuts and logically show that tax cuts result in lower revenues...
