Who Declared War on Syria?

Was it Bill Kristol, Grover Norquist, James Dobson or some other powerful kook? To the best of my knowlege NOBODY has officially declared war against Syria.

That leaves me wondering which high ranking official is responsible for the murder of mikey 9865's friend Matty.
